Adult foster homes in Portland: what they are and what they cost.
An adult foster home is a licensed house with five or fewer residents and caregivers there day and night. A private room in the Portland area runs about $7,000 a month at the first care level, and most fall around $5,500 to $8,500. More care costs more.

A real house, with care in it.
Most adult foster homes are run by the owner, who lives there and gives care. In the state's 2024 survey of adult foster homes, 92% of owners lived in the home and 94% gave care themselves. Meals are cooked in the kitchen. There are usually two to five residents.
Oregon licenses each home at a level based on the owner's training and experience. The higher the level, the more care the home is allowed to give.
The starting price, then care on top.
| Type of care | Typical month | Who it's for |
|---|---|---|
| Adult foster home | about $7,000most $5,500–$8,500 | Up to five people in a real house, with caregivers there day and night |
| Assisted living | about $6,900most $5,000–$8,000 | Your own apartment, with help with daily care and medications |
| Memory care | about $8,650most $7,000–$9,500 | A secure setting for dementia, with staff trained for it |
Prices are private pay in the Portland metro, last reviewed October 2026. They are my estimate from the state's own surveys, run by Portland State University for the Oregon Department of Human Services, brought up to date with current industry price data and the rates I've been quoted on my own tours. Survey figures are from 2024 and say so. Every place sets its own prices, so ask me for the real numbers near you.
Most homes set a starting rate for a private room, then charge more as care needs go up. Ask for the price at your family member's level of care, not the starting price. Many homes take Medicaid too: 83% did in the 2024 survey.
Why does this home have a room?
In the 2024 survey, only 46% of adult foster homes were full. Openings are common, and that's often fine. It's still a fair question to ask: how long has the room been open, and who lived there before?
Look at the record, then go see it.
Every licensed home has a public record of inspections and complaints at ltclicensing.oregon.gov. In Multnomah County, the county does its own foster home licensing too, so I check both records.
- Who lives in the house, and who's on at night?
- Who covers when the owner is away?
- What happens if my family member's needs go up?
- Will you keep my family member if they go on Medicaid?
- Can I see the room, the bathroom and the kitchen?
